(5) Permits and protocol — sovereign events require approvals from 4–7 regulators.
Real budget tiers in 2026
Executive meeting (50–80 guests): SAR 80,000–180,000. Mid-size conference (200–400 guests): SAR 350,000–850,000. Major brand launch (500–1,000 guests): SAR 1.2–2.8M. Sovereign event (1,500+ guests): SAR 4–12M. All inclusive of VAT and project-management fees.

Real example — a SAR 1.5M product launch for a listed Saudi company: Venue & catering 28%, Production 24%, Media production 14%, Creative & identity 9%, Digital & PR 10%, Management & permits 8%, 15% contingency 7%. Any line that drops below its share eats from another line's quality. This is a law.
Four ways to reduce cost without breaking quality
(1) Pick season carefully — Riyadh venues during Riyadh Season (Oct–Dec) cost 30–45% more. (2) Sign an annual contract with one execution partner — eliminates supplier margins, saves 12–18%. (3) Reuse creative assets across the year. (4) Plan early — every extra prep week cuts 2–3% by widening supplier options. The most costly mistake: cutting the media-production line.
Hidden costs most clients do not know
Event insurance (0.3–0.8% of budget, mandatory for government), permits (SAR 8,000–35,000), international speaker travel (SAR 18,000–45,000 per speaker), music rights, GACA drone permits (5–10 business days). How cost shifts between Riyadh, Jeddah, and Khobar
Riyadh is most expensive (+18–25%) due to high government demand. Jeddah is 15–22% cheaper for hotel venues but pricier for marine equipment shipping. Khobar/Dammam is the cheapest (25–30% lower) but equipment shipping from Riyadh can offset savings. Rule of thumb: events under 300 guests should be executed locally; larger events centralise in Riyadh.
How to request a professional proposal
A protective proposal includes: line-by-line budget, detailed timeline, approved sub-vendor list, change and cancellation terms, defined KPIs, and assigned-team bios.
